Shoppers spent less than retailers anticipated in October. The International Council of Shopping Centers’ tally of 25 retailers, including Macy’s, Target and Saks, reports revenues rose just 3.7 percent. Unseasonably warm weather and an early snowstorm in parts of the country may be to blame, but the National Retail Federation predicts holiday sales to rise another 2.8 percent in November and December.
